TOKYO – In response to a series of personal information leaks caused by cyberattacks, the government intends to establish a “public-private cyber response team” that comprises experts from both the public and private sectors, according to sources. Members of the team will be dispatched to companies and organizations when urgently needed.
The establishment of the response team is included in the draft outline of a package of emergency measures against cyberattacks that will be compiled by the government soon. The aim is to strengthen response capabilities and minimize the impact of cyberattacks on people’s daily lives.
The government will hold a meeting of relevant Cabinet ministers as early as Friday and will announce the package of measures.
The package aims to build a “world’s highest level” resilient society capable of receiving rapid support and recovering quickly even after attacks.
The four pillars of the package are: A thorough implementation of measures utilizing artificial intelligence; Strengthening systems for information gathering and analyses; Strategic execution of response to attacks; and support for victims and prevention of further damage.
Specifically, the government will collaborate with expert organizations in the private sector to examine the backgrounds and methods of cyberattacks along with other factors. A secretariat will be established within this fiscal year to coordinate the dispatch of the response team to companies and other entities when there is a particularly high need for support.
The government plans to cooperate with major overseas information technology companies and high-performance AI developers to quickly collect information on system vulnerabilities that could lead to attacks, thereby accelerating the response process. It will also promote joint international investigations in collaboration with Japan’s allied and like-minded nations.
